Perfect Remediation & Refurbishment is proud to announce the successful completion of the HJ Daley Library Redevelopment – a signature public infrastructure project for Campbelltown City Council.
Delivered under a Design & Construct (D&C) contract, this redevelopment demonstrates our capability to manage complex civic infrastructure projects, operate in live environments, and achieve high-performance outcomes for community spaces.
The transformation of a 28-year-old retail tenancy into a vibrant, multi-level public library was both a technical challenge and an opportunity to deliver lasting value to the Campbelltown community. Over a 13-month period, our team took the lead as Head Contractor, managing every stage from early planning and consultant coordination to final fitout and commissioning.
From Retail Tenancy to Public Infrastructure
The project involved converting over 4,000m² across three floors of a former Spotlight retail outlet into a fully compliant, accessible public library. This required a comprehensive building classification change – from Class 6 (retail) to Class 9b (public building) – introducing significant technical, compliance, and structural challenges that Perfect Remediation was equipped to navigate.
The new HJ Daley Library is now a central civic hub, designed for functionality, resilience, and long-term community use. This modern facility supports the educational and cultural needs of the region while enhancing the surrounding precinct.
End-to-End Delivery Under One Contract
Engaged under a full D&C model, Perfect Remediation managed all design consultants, approvals, and construction programming. This integrated approach allowed for:
- Streamlined communication between all project stakeholders
- Efficient decision-making to maintain project momentum
- Improved risk management throughout all phases
- Design commenced: June 2024
- Construction commenced: October 2024
- Completion: August 2025
- Duration: 13 months
Building in a Live Shopping Centre Environment
The library is located within Campbelltown’s Downtown Plaza, requiring staged works to minimise disruption to retail tenants and the public. Our team implemented strict site safety protocols and coordinated closely with stakeholders to ensure smooth progress.
Additionally, works were carried out near sensitive electrical infrastructure, demanding precise execution and experienced supervision during high-risk stages.
Major Structural Upgrades & Access Improvements
Key construction works included:
- Installation of a 3-storey lift with new footings, lift pit, and blockwork enclosure
- Construction of a new internal concrete staircase
- Upgrade of building fire stairs
- Construction of fire-rated perimeter walls and ceilings
These upgrades improved accessibility, safety, and compliance, future-proofing the facility for heavy public use.
Essential Services & Compliance Upgrades
Perfect Remediation delivered a complete upgrade of the building’s mechanical, electrical, hydraulic, and fire systems, ensuring compliance with the latest BCA requirements. Works included:
- New bathroom and kitchen amenities
- Fire-rated communications room
- Upgrade of main distribution board and tenancy sub-boards
- New emergency lighting and occupant warning systems
Fire Protection & Mechanical Integration
- Full sprinkler and hydrant booster upgrades
- Fire service integration across the entire mall structure
- Installation of a rooftop mechanical platform supporting 5+ tonnes of HVAC equipment
This rooftop plant allowed us to maximise internal library space while delivering energy-efficient climate control.
Final Fitout & Library Relocation
The final delivery phase included:
- Custom library shelving and loose furniture installation (FFE)
- Internal statutory and directional signage
- Relocation of 55,000 books and all library materials
- Final systems testing and operational handover
Our focus on detail and operational readiness ensured the library was fully functional and welcoming from day one.
